WAI Main Motion Submissions Guide
Introduction
This guide explains the procedure by which a main motion is developed, submitted to Western Area Intergroup (WAI), reviewed, presented to WAI, and, if approved, forwarded to the FA World Service Board for consideration by World Service Conference (WSC) members.
The timeline and procedures below are in accordance with the WAI Bylaws and Standing Rules of Order. See WAI meeting dates, times and Zoom information here.
Procedure

Developing a Main Motion: A main motion may be submitted by any meeting group registered with WAI. Any member with 90 days or more of abstinence who is working with an FA sponsor may present a potential main motion to their FA meeting.

Through November - Meeting Approval: The meeting discusses the potential motion at its business meeting. If a majority of members with a voice and vote at the business meeting agree that the motion has merit, a member of the meeting group completes the WAI Main Motion Submission Form.

December 1 – Submission Deadline: Proposed main motions must be submitted to the WAI Board and Bylaws Chair at waibylaws@foodaddicts.org by December 1.

Review of Proposed Motions: The WAI Board reviews proposed main motions, including whether they align with the Twelve Traditions of FA and the WAI Bylaws. A proposed main motion will not be considered if, in the opinion of the WAI Board, it does not align with the Twelve Traditions or the WAI Bylaws. A motion addressing an issue previously decided by the World Service Conference may not be raised until at least two years have passed since the prior vote.

Bylaws Committee Assistance: The WAI Bylaws Committee consults with the motion maker(s) as needed to clarify the intent and language of the motion, ensure proper format, and explain the procedural steps.

January WAI Meeting – Presentation and Discussion: Proposed main motions are presented and discussed. The motion maker(s) must attend to present the motion and respond to questions. WAI members present with at least two years of continuous abstinence may suggest amendments or edits, provided the changes remain consistent with the motion maker(s)’ intent.

February WAI Meeting – Vote: WAI members present with at least two years of continuous abstinence vote on whether to forward the main motion to the FA World Service Board.

Submission to World Service: An approved main motion will be submitted by the WAI Executive Board to the FA World Service Board by the Wednesday following the February WAI meeting.

World Service Conference Consideration: Proposed main motions forwarded to World Service are distributed to eligible World Service Conference members according to WSI procedures. Motions receiving the required approval of WSC members are placed on the World Service Business Convention agenda for consideration.
